Conference 2025 From Crisis to Commitment: Rethinking Policies and Partnerships for Heritage Protection in Conflict and Peacebuilding






Abstract





On October1, the conference “From Crisis to Commitment: Rethinking Policies and Partnerships for Heritage Protection in Conflict and Peacebuilding” will bring together international organizations, experts, and civil society leaders to discuss innovative approaches for safeguarding cultural heritage in times of crisis. The program includes panels on cultural policies, sustainable partnerships, and local voices from Yemen, Libya, Palestine, Syria, and Ukraine. A keynote lecture by Professor Neil Brodie will address the illicit trade in cultural heritage, followed by a closing plenary with a collective call for action to strengthen heritage protection as a foundation for peace and resilience.

Residència d’Investigadors C/Hospital, 64 08001 Barcelona   on October 1, 2025.

It focuses on advancing sustainable and collaborative approaches to protecting cultural heritage in times of crisis and recovery, with a special emphasis on policy innovation, partnerships, and active engagement from civil society and local communities.

  • Public-Private Partnerships: Highlighting successful models such as ALIPH, which supports on-the-ground heritage protection initiatives combining emergency response and long-term recovery to foster community resilience and peacebuilding.

  • Civil Society Engagement: Exploring how NGOs and local actors translate policy into action and advocate for flexible, inclusive, and conflict-sensitive heritage protection strategies. Examples include Europa Nostra’s flagship programmes for managing risks, combating illicit trafficking, and promoting international cooperation.

  • Heritage Trafficking and Research: Presenting ongoing research into antiquities looting, especially in conflict zones like Syria, with discussion on effective laws, empowered communities, and the role of evidence-based policy.

  • Community-Based Conservation: Showcasing educational and outreach projects such as the Casa Analco initiative, which integrates local communities into heritage conservation through trade workshops and inclusive education spaces.

  • Climate Change and Heritage: Examining the compounded risks of climate change, biodiversity loss, and conflict, emphasizing holistic planning, cross-sector partnerships, and green transformation opportunities for sustainable heritage protection.

  • Collaborative Models: Stressing the importance of working with local organizations, economic integration, educational synergy, and holistic policy approaches for lasting impact in crisis environments.
